Use Flash for narrow, checkable work: classification, extraction, bounded rewrites, log summaries, and small coding-support loops. Use V4 Pro, Claude, or a person for architecture, final judgment, account work, release decisions, legal or financial consequences, and hard-to-verify claims.
The review should measure completed task cost: cache misses, retries, latency, source accuracy, and reviewer effort. A fast answer that forces the reviewer to reread everything is not a win.
